1 - Havoc Demon Hunter (S Tier)

If there is a single specialization that desperately requires improvement in Dragonflight, it's undoubtedly the Enhancement Shaman. As one of the few melee DPS specializations with no Mortal Strike effect, Enhance struggles to contribute meaningfully to a lot of encounters, often being reduced to some vulnerable target for that opposing team. Furthermore, Enhance heavily depends on its healing abilities since its the primary supply of utility, which diminishes effectiveness against high Mortal Strike effects and significant dampening.

24 - Demonology Warlock (B Tier)
